Czechoslovakia won the European Championship 5-3 on penalties, the first major international final ever settled that way, and Panenka later admitted he had spent months rehearsing the exact moment mentally, not physically, visualizing Maier’s habitual early dive until he was certain the goalkeeper would move before he did. That is the founding data point of everything that follows. Are penalty shootouts really just a lottery?
No. They correlate with measurable factors (kick order, player status, goalkeeper decision bias, and preparation), strongly enough that researchers have built entire academic careers modeling them.
The lazy commentary line is that a shootout “could go either way” once the whistle blows. But Opta’s World Cup data shows conversion rates fall in a predictable curve as the shootout progresses: the first three penalties from each side convert at above 71%, while the fourth and fifth kicks drop to between 64.2% and 66.7% (Opta Analyst). Overall shootout conversion at World Cups sits at 69.4%, well below the 79.1% conversion rate for penalties taken in normal play since 1978. That gap, roughly ten percentage points, is not noise. It is the shootout’s psychological tax, and it is remarkably stable across five decades of tournaments.
Think about what that number actually describes. The distance is identical, the ball is identical, the goalkeeper is the same size. The only variable that changed between a 79.1% penalty and a 69.4% penalty is what the kick means. Ten percentage points of a footballer’s technique evaporate purely because a tournament is ending on the next touch.
Why does the team that shoots first win more often?
Because the team kicking second is forced to play catch-up psychologically on almost every kick, converting the shootout into a series of must-score moments rather than free ones.
Economist Ignacio Palacios-Huerta studied 269 shootouts between 1970 and 2008 and found the team kicking first won 60.5% of the time, a finding significant enough that UEFA piloted his proposed alternative, the ABBA sequence used in tennis tiebreaks, at youth and lower-league level before shelving it (LSE research summary). The mechanism is straightforward: a team kicking second and missing almost always concedes the psychological initiative, because it is now kicking to survive rather than to win. Kicking second means that in a five-round shootout, up to four of your five players walk up already losing.
It’s worth noting a more recent counterargument. A 2023 analysis of over 2,000 shootouts by InStat put the first-kicker win rate closer to 51.48%, arguing the advantage shrinks in larger, noisier samples. But even that study doesn’t erase the effect; it just shows it’s context-dependent, sharper in high-stakes knockout tournaments than in routine domestic cup ties, which is itself evidence that pressure, not randomness, is doing the work. Note the direction of that finding: the advantage is largest exactly where the stakes are highest, which is the opposite of what you’d expect if the variance were mechanical.
Why do goalkeepers dive when standing still saves more penalties?
Because goalkeepers are driven by action bias. The instinct to be seen doing something rather than nothing, even when doing nothing is statistically the better move.
Michael Bar-Eli’s team analyzed 286 penalty kicks and found goalkeepers who stayed in the center saved 33.3% of shots, compared with 12.6% when diving right and 14.2% when diving left. Center was the best option by a factor of more than two. Yet goalkeepers dived in 93.7% of cases anyway, and stayed central in only 6.3% (Journal of Economic Psychology, via ScienceDirect). Bar-Eli’s explanation is one of the cleanest findings in sports psychology: conceding a goal after standing still feels worse than conceding one after diving the wrong way, even though the outcome, the ball in the net, is identical. A goalkeeper who dives and misses can tell himself he tried. One who stands still and gets beaten looks passive on replay a thousand times. The bias isn’t about maximizing saves. It’s about minimizing regret, and regret is a psychological cost, not a tactical one.
Put bluntly: goalkeepers don’t dive to save penalties, they dive to survive the replay. The 93.7% dive rate is not a scouting decision. It is a reputation decision, made in advance, by a man who knows exactly which of the two failures will be forgiven.
Why do star players miss more penalties in shootouts?
Because status raises the cost of failure in a player’s own mind, and that self-imposed pressure measurably shortens preparation time and lowers conversion, even among the most decorated players on the pitch.
Geir Jordet’s 2009 study “When Superstars Flop,” which coded video of every shootout kick across three major tournaments, found that players from countries with the highest concentration of prestigious individual awards (Ballon d’Or winners, World Player of the Year nominees), spent less time preparing their run-up and scored at a lower rate than lower-status teammates (Journal of Applied Sport Psychology). Jordet’s related work on avoidance behaviour, published with Esther Hartman in the Journal of Sport & Exercise Psychology (2008), put a number on the rush: kickers who began their run-up within roughly 200 milliseconds of the referee’s whistle scored about 57%, while those who paused for more than a second scored about 80%. A full second of stillness is worth more than twenty percentage points of conversion, and it is free.
Jordet’s follow-up work on gaze behavior found something equally sharp: shooters who avoided eye contact with the goalkeeper before their kick were read by keepers as less confident, and missed more often. Gareth Southgate is the case study everyone remembers without needing the citation. At Euro ‘96, a 25-year-old Southgate stepped up in the semi-final shootout against Germany having never practiced a penalty in training and having taken exactly one in his career, which he’d missed. Germany won that shootout 6-5. He recalled lying awake that night asking himself, “What will people think of me now?”, not “what went wrong technically,” which tells you where the failure actually lived. How do you win a penalty shootout?
Shoot first if you win the toss, order your takers by measured conversion rather than reputation, make every kicker wait a full second after the whistle, and select a goalkeeper for the shootout specifically. The research converges on a short, unglamorous checklist. In rough order of how much each is worth:
- Take the first kick. Palacios-Huerta’s 269-shootout sample gives the first-kicking team a 60.5% win rate; even the skeptical 2,000-shootout counter-sample keeps the edge above 51%. This is the single largest free advantage available, and it costs a coin toss.
- Front-load your best takers. Opta’s World Cup data has kicks one through three converting above 71% and kicks four and five falling to 64.2–66.7%. - Pick a shootout goalkeeper, not a match goalkeeper. Van Gaal’s Krul substitution below is the proof of concept: penalty-saving is a separable skill and can be selected for independently, provided you keep a substitution in reserve to do it.
- Never send a cold substitute up late. Euro 2020 is the counter-example, and the most expensive one on record.
- Practice in the state you’ll perform in. Fatigued, in front of noise, at the end of a long session, with teammates watching. Training conversion measured on fresh legs in an empty ground overstates what you’ll get at minute 120.
The uncomfortable implication of that list is that most shootouts are lost by coaches, not by takers. Kick order, taker order, goalkeeper selection, and preparation time are all coaching decisions made before anybody is nervous.
What did Louis van Gaal’s goalkeeper substitution actually prove?
It proved that shootouts are a distinct skill requiring dedicated preparation, not an extension of the match that preceded them, and that a coach willing to treat them that way gains a real edge.
At the 2014 World Cup quarter-final against Costa Rica, with the score locked at 0-0 after 120 minutes, Louis van Gaal substituted his first-choice goalkeeper Jasper Cillessen for Tim Krul in the final seconds of extra time, solely for the shootout. It was the first goalkeeper substitution made purely for penalties in World Cup history. Krul saved two of Costa Rica’s five kicks, the Netherlands won 4-3, and Krul later revealed only he, the goalkeeping coach, and Van Gaal knew the plan before kickoff, Van Gaal told him on the team bus to be ready (FourFourTwo).
Krul’s own account of what he did next matters as much as the saves: he spent the walk to each kick talking to Costa Rica’s takers, telling them where he thought they’d put it. “I tried to get in their minds,” he said. Van Gaal’s logic was that Krul’s height, reach, and specifically his penalty-save record made him a better bet than Cillessen for one discrete, five-kick event, a decision entirely separable from who was the better goalkeeper for 90 minutes of football. The substitution worked because Van Gaal was right that a shootout is its own contest with its own specialist skill set, not a tiebreaker bolted onto the match.
The control condition arrived four days later. In the semi-final against Argentina, also goalless after 120 minutes, Van Gaal had already used all three of his substitutions and could not repeat the trick. Was Gareth Southgate right to bring on Rashford and Sancho at Euro 2020?
Partially. The data-driven logic behind the substitution was sound; what it failed to account for was the psychological cost of asking players with zero minutes of match rhythm to produce their highest-stakes kick cold.
This is the coaching decision that decided the final. In the 120th minute of the Euro 2020 final against Italy, Southgate brought on Marcus Rashford and Jadon Sancho purely as pre-designated penalty takers, having selected his five kickers based on conversion data gathered at England’s training base, St George’s Park, the same methodology that had beaten Colombia on penalties in 2018 (4-3) and Switzerland in the 2019 Nations League (6-5), ending 22 years of England shootout failure. On paper the logic was airtight: these were, statistically, England’s best penalty takers in training, and Southgate had the receipts to prove the method worked.
But Rashford hit the post. Sancho was saved by Gianluigi Donnarumma. So was 19-year-old Bukayo Saka, sent up fifth and last, having been thrown into the shootout with no equivalent prior exposure to that level of stakes. Italy won it 3-2 after a 1-1 draw (Wikipedia match report). Three of England’s five kicks failed, a 40% conversion rate in a tournament where the shootout baseline is around 70%.
Alan Shearer identified the flaw immediately on BBC commentary: “You are under enough pressure anyway as a player but the extra pressure you have put on those individuals when you’ve had no feel of the football, not involved in the game at all.” Jordet’s research explains precisely why that matters. Preparation time, gaze control, and self-regulation under pressure are trainable, but they are also state-dependent. A player who has been running, tackling, and sweating for two hours has physiologically metabolized some of his adrenaline. A substitute standing on the touchline for 120 seconds has not. Rashford had been on the pitch for roughly three minutes when he took the most important kick of his career, and Sancho for even less.
Southgate’s selection logic was statistically defensible. His timing ignored the neuroscience of arousal regulation entirely. A training-ground conversion rate is measured on a body that is warm, unwatched, and unafraid, which makes it a measurement of technique rather than a measurement of the player. Saka, Rashford, and Sancho absorbed racist abuse online within minutes of the final whistle, the ugliest possible proof that the psychological weight of that walk to the spot was never evenly distributed to begin with. Southgate took public responsibility afterward: “In terms of the penalties, that’s my call and totally rests with me.”
Where does shootout psychology go from here?
Toward specialist preparation as standard practice (dedicated penalty coaches, data-driven selection, deliberate exposure training), but the field still hasn’t solved for state-dependent readiness, the gap between how a player performs a skill in training and how his nervous system behaves the first time he performs it live, alone, in a stadium.
Southgate’s own arc, from the 25-year-old who’d never practiced a penalty in 1996 to the manager who built England’s shootout method around Jordet-style preparation research, is the clearest proof that the psychology is trainable at all. England won its next two shootouts after his overhaul, having lost six of its previous seven at major tournaments, a swing from roughly 14% to 100% across a small but real sample. But 2021 showed the limits: you can train the technique and still misjudge the readiness of the nervous system holding the ball.
The next frontier isn’t better conversion data. Clubs and federations already have that. It’s figuring out how to simulate the specific cold, isolated, no-rhythm state of a substitute penalty taker in training, so that the walk from the touchline to the penalty spot stops being the one variable nobody has found a way to rehearse. Fifty years after Panenka, football can measure almost everything about a penalty except the only thing that reliably breaks one.
